How mush should a webiste like this COST and were can I HIRE a Coder?

People in Third World countries are poorly paid when in conventional employment (an American worker's daily pay might be the same amount the Third World worker receives for an entire week or even two weeks). Somebody offering a service in such a country has lower overheads and is not quite so profit motivated.
